A regime that uses state power against a 15-year-old student must answer: where is the child, why is he being detained, and under what law?
Under international child-rights standards, detention of a child must be lawful, non-arbitrary, a last resort and for the shortest appropriate period.
A child is not a threat to the state. His safety, family contact, legal assistance and due process must be guaranteed.
No political system has the right to place a child beyond the protection of law.
